Introduction

The Terrestrial Carbon Group project, housed at the H. John Heinz III Center for Science, Economics and the Environment in Washington, DC, seeks a Science Policy Analyst (12-month position with possibility of renewal pending funding).

Terrestrial carbon (trees, soil, peat, etc) is a critical untapped element of the climate change response that could provide up to 25% of the solution. The Terrestrial Carbon Group (http://www.terrestrialcarbon.org/) has proposed a system to credibly include terrestrial carbon in developing nations in the international response to climate change using carbon markets.


Responsibilities

The Science Policy Analyst will be accountable for undertaking scientific analysis relevant to the Terrestrial Carbon Group proposal, both alone and with partner organisations. Primary tasks will include:

- Developing parameters for categorizing tradable and protected terrestrial carbon and a project methodology for the Terrestrial Carbon Group's proposed approach
-Creating a policy approach for phasing in various terrestrial carbon pools under a comprehensive framework under the UNFCCC response to climate change
- Working with partners to write options papers on: (1) monitoring, reporting and verification requirements under different scenarios for including terrestrial carbon in the climate change solution (eg, RED, REDD, REDD+, LULUCF, AFOLU), and (2) the overall requirements under different scenarios and the consequences for certain criteria of choosing the different scenarios
- Supporting and managing the production of a biodiversity & REDD analysis and policy brief to demonstrate if a climate focused REDD mechanism will deliver significant biodiversity and conservation outcomes
- Analyzing key scientific gaps in relation to terrestrial carbon, including in soil carbon, and working with partners to develop a program of work to fill the gaps
The Science Policy Analyst will also provide key support functions for the project team and external partners, such as
- Tracking emerging policy issues and key players in international policy dialogues about climate change, agriculture, forestry, etc.
- Preparing background information for team members' meetings with decision-makers and decision-influencers in government, academia, civil society and the private sector
- Engaging and managing consultants as required to undertake parts of the program of work and strategy
- Undertaking scientific and general policy analysis as required

The Science Policy Analyst will also contribute to strategic communications by:

- Initiating, attending and presenting at meetings, workshops, roundtables, and conferences to disseminate information about terrestrial carbon and full carbon accounting
- Writing and disseminating articles, presentations, and papers on the Terrestrial Carbon Group's approach, on scientific and other policy analysis, and on terrestrial carbon and full carbon accounting
- Reporting to the Director of Mitigation Programs, working closely with the Director of the Terrestrial Carbon Group project and supporting other team members with their programs of work as required, the Science Policy Analyst will be dynamic and flexible to respond to developments in international negotiations and requests from partners.

Background - The Institute for European Environmental Policy

The Institute for European Environmental Policy (IEEP) is an independent and influential policy studies institute based in central London and Brussels. IEEP’s work is directly relevant to current policy debates and people in the Institute work closely with the EU institutions, national and UK government departments, agencies, parliamentarians, NGOs and academics. Much of IEEP’s project work involves teams of partners from a variety of European Member States. Our project portfolio varies from year to year but we maintain a commitment to being at the forefront of thinking about EU policies and their development, and promoting a thorough understanding of environmental issues among policy makers. IEEP has approximately 30 full-time staff based in London and Brussels, with a network of associates from a range of countries.

IEEP has a vacancy for a full time Senior Fellow responsible for energy and environment policy (we may consider appointing a Senior Policy Analyst on a different salary scale, rather than rejecting promising candidates with less experience). Examples of past and present work of relevance include:

- Assessment, briefing and review of the current EU Climate and Energy policy package – this includes tracking developments in the proposals and commenting on the implications of amendments.
- The future use of bioenergy and biofuels for transport – scenarios for the UK and Europe.
- Impact assessments of different policies to reduce carbon dioxide emissions from vehicles.
- IEEP has membership of the EU "high level working group" CARS 21.
- Analysis of approaches to Renewables energy policies and specifically the costs of supporting different technologies including PV.
- Developing best practice approaches with respect to planning for onshore wind.
- Good practice approaches to the EU Emissions Trading System (ETS) including specific assessment of the potential inclusion of aviation and shipping.
- Review of energy subsidies in Europe.

These projects vary considerably in size and subject matter, and are on behalf of a range of sponsors and clients, including DG Environment, the European Parliament, the EU institutions, national, regional and local governmental bodies, research grants from funding bodies at the EU and national level, foundations supporting sustainable development and NGOs.

The successful applicant will be expected to build upon the work already undertaken by the Institute in this area, but also to expand upon this to enhance our energy and environment analytical work, taking our research in new directions and seeking new sponsors.

The post holder will be expected to carry out the following: 

- play a leading part in a number of key projects, including management of major pan-European studies, drawing on a strong analytical capacity;
- draft and edit substantive research reports and shorter briefing material, often to tight deadlines, and prepare publications as necessary;
- make an influential contribution to the EU policy debate in the energy and environment field;

Background
The UK Climate Impacts Programme was developed to help organisations identify how they might be affected by climate change and help them to adapt to those potential changes. One of UKCIP ’s key target audiences is local government, due to the vast scale of the services, infrastructure and influence councils have across the country and the fact that weather often has very localised impacts that vary from one place to another. UKCIP developed the concept of a Local CLimate Impacts Profile (LCLIP) as a way of helping councils understand the impact of current extreme weather events. From this understanding local authorities can begin to plan for the future climate which is likely to have more frequent and more severe extreme weather events. LCLIPs have been piloted by a number of councils working independently with support from UKCIP .

Objective
Develop a Local Cllimate Impacts Profile for the city resulting in a database of recent extreme weather events and their consequences and a report of the impacts these had on a range of London-wide organisations.
Benefits of the Project Work to the Graduate 

Work on this project will allow the graduate to gain valuable, relevant experience if they are keen to work in the environmental sector or within the public sector in the future. This field is a high growth area and relevant work experience is a pre-requisite of most positions. Training and support will be offered through StudentForce.

Employment potential and options post Project Work
This project will give a graduate excellent work experience in the environmental sector and networking opportunities within this area. Previous officers have moved onto develop careers in Sustainability and within the public, private and voluntary sector.

3. Integrate climate change issues into landscape-scale conservation planning processes

a. Define and refine overall AWF climate change strategy.

Position Summary

The Technical Specialist will be responsible for technical project coordination, verification systems and tools development, training, and assistance with the growth of RA's CCI. S/he will be expected to effectively provide scientific and technical rigor to RA verification of carbon sequestration and emissions reductions projects according to internationally accepted standards, focusing primarily on forestry, agroforestry, and agriculture, but monitoring all technical work across divisions.       <title>Voluntary Carbon Market Advisor</title>
      <description>UNDP has built up over the last 16 years a large portfolio of Climate Change projects with the help of funding provided by the Global Environment Facility (GEF). The majority of these projects have focused on achieving long-term global benefits in terms of greenhouse gas emission reductions through mitigation activities, in line with guidance provided by the UNFCCC and the operational strategy and programs of the GEF.

The Kyoto Protocol, concluded under the UNFCCC in December 1997 and entered into force in February 2005, has introduced a number of new, complementary financial mechanisms (CDM, JI, international emissions trading, collectively referred to as gcarbon financeh) that have a shorter-term investment focus, resulting in concrete and measurable greenhouse gas emission reductions. These ecompliancef credits are complemented by voluntary carbon credits. Buyers of voluntary credits are typically public institutions, service companies and small & medium size enterprises (SMEs), as well as environmentally-conscious consumers; as such, the voluntary market has a strong advocacy element. The voluntary market differs substantially from the compliance market in that it is not regulated centrally. The nascent voluntary market currently trades credits at a discount to compliance credits. 

The voluntary market offers the opportunity to develop: (i) additional project types covering emission sources that are currently not included or do not have substantial uptake under CDM/JI; and (ii), smaller-scale projects that are inaccessible to CDM/JI due to transaction costs. Often, these projects have strong sustainable development benefits.

With seed funding from United Nations Foundation (UNF), UNDP is developing the MDG Carbon Facility (eMDG Carbonf), to access the potential financing of the burgeoning carbon market in a manner that addresses climate risk and promotes human development in UNDPfs constituent countries. 

MDG Carbon currently provides a eone-stop-shopf of assistance for projects that reduce greenhouse gas emissions as well as deliver contributions to the MDGs building on existing markets of CDM & JI, and has established a business model, project development tools and processes, training of key staff, and competitive bidding by Financial Service Providers (FSPs) for a partnership with UNDP in the compliance market. UNDP provides technical assistance to project proponents to assist in the design and development of projects, while a financial services provider selected by UNDP purchases, and in some cases markets, carbon credits generated by the projects.

In 2008, UNDP will start exploring the development of services to the voluntary carbon market. 
 
 
Duties and Responsibilities 
The Voluntary Carbon Market Advisorfs (hereafter ethe Advisorf) overarching tasks will be to:

1.    Develop and establish a pragmatic business plan for MDG Carbon voluntary carbon market services, within the framework of the Environment and Energy Groupfs business plan for environmental finance
2.    Lead the establishment of an effective, sustainable and competitive business for MDG Carbon in the voluntary carbon market, complementing work undertaken in the compliance market;
 
The Advisor will work in the MDG Carbon Facility, in the Environment and Energy Group of UNDPfs Bureau for Development Policy, reporting to the Manager, MDG Carbon Facility.
 
The Advisor will be responsible for the overall coordination of voluntary carbon market activities associated with MDG Carbon, incorporating:
 
Organization and operations: 

Develop the organizational structure of the voluntary carbon market programme within the framework of the existing UNDP business plan for environmental finance, defining the most cost-effective and sustainable structures for programming a variety of project types, initially focusing on greenhouse gas emission sources not covered by the Kyoto Protocol, but envisaging future inclusion of a range of activities from Sustainable Land Management sequestration and forestry to community-based renewable energy, energy efficiency & programmatic initiatives; 

Advise senior management of relevant thematic areas of UNDP, and through them the operational staff, on optimizing synergies between UNDP grant-based programmes, compliance market, and voluntary carbon market finance, and how to identify opportunities for effective scale-up and replication of UNDP-led projects with the use of voluntary carbon market finance; 

Advise on the establishment of pragmatic operational modalities that will enable UNDP to utilize existing structures, including defining the functions of Head Office, Regional Centers and UNDP Country Offices in relation to voluntary carbon market activities such as cost-recovery, reporting & accountability; 

Coordinate with MDG Carbon Technical Advisors and the Advisors of the Montreal Protocol Unit on the development and delivery of voluntary carbon technical services including voluntary project screening criteria and processes, and the identification and application of appropriate GHG quantification standards; 

Provide training and information to relevant Head Office, Regional Bureaux and Country Office staff as required; 

Contribute to facilitating and streamlining MDG Carbon for the voluntary carbon market by developing the necessary tools and processes to be made available in the form of online programming/resource kits;  

Financial Modality:

Leveraging UNDPfs experience in establishing the compliance arm of MDG Carbon, establish a viable business plan that optimizes different external public & private financing alternatives to facilitate project development in the voluntary carbon market; 

Coordinate with MDG Carbon Finance and Legal Advisors, on the development and delivery of a sustainable financial and legal modality for MDG Carbonfs voluntary carbon market services, including working in close collaboration with UNDPfs corporate legal and financial offices; and on the development and delivery of a business model including full-cost recovery and pragmatic cost sharing between UNDP offices; 

In accordance with UNDPfs required procedures, design and oversee the tender processes to select external partners to MDG Carbon for its voluntary carbon market services, including the selection of any financial services providers 

Integration with corporate objectives:

      <title>Vice President, Climate Program</title>
      <description>For two decades, Environmental Defense Fund has advanced the science of global warming and led national and international efforts to address what scientists agree is the worldfs most pressing environmental problem. We seek measures that will stabilize the amount of greenhouse gases in the atmosphere to avoid irreversible damage to the planet. We believe this aim can be achieved only with a worldwide system that sets a limit on pollution and employs emissions trading to meet that limit cost-effectively. 
 
Environmental Defense Fundfs Climate Program encompasses the organizationfs flagship initiatives to address the defining environmental challenge of global warming. From effective state-level advocacy and strategic litigation, to our groundbreaking national campaign for a mandatory cap on greenhouse gas pollution, to our international work to develop a strong international agreement, the Climate Program is at the forefront of developing effective climate policy. 
 
An ongoing important element in Environmental Defense Fundfs overall strategy to bring about U.S. action on global warming is a suite of initiatives at the state level to serve as models showing how pollution can be reduced efficiently, refuting criticsf claims that reductions are impossible or too burdensome, and, over time, to motivate affected industries to join in advocating national legislation, which ultimately is more efficient than meeting different compliance requirements in different states. As the co-author of historic legislation in California that puts a statewide cap on greenhouse gas emissions, EDF is now working with the California State government to implement the new law, which will cut greenhouse gases 25% by the year 2020. EDF had previously played a key role in securing legislation in California to cut emissions of greenhouse gases from automobiles sold in the state &#8211; legislation which has been subsequently adopted by 12 other states. EDFfs lawyers also played a critical role in defending this law against legal challenge and in establishing EPAfs legal authority to regulate greenhouse gas emissions.
 
At the same time, EDF is mobilizing business, farm and grassroots groups to build bipartisan support for national legislation to cap and significantly cut our greenhouse gas emissions. Our work combines media, lobbying and field organizing with a goal of creating the necessary political support for Congressional action. In furtherance of that effort, EDF played a critical role in helping to found the US Climate Action Partnership, a coalition of leading multinational corporations and environmental groups to press for national legislation. We also work extensively with other nontraditional partners, including farmers, foresters, religious groups, hunters and fishermen and other Strategic Partners to build support for national cap and trade legislation.
 
Internationally, EDF staff members have participated in the global climate treaty talks since their inception, and international climate treaties have adopted policies and language developed by Environmental Defense Fund. We pioneered efforts to address the challenge of deforestation, which accounts for about 20% of global greenhouse gas emissions, within the framework of a climate agreement. We have worked for ten years in China, to address critical air pollution problems in a way that builds capacity and support to address greenhouse gas emissions. We have helped the Chinese government implement a cap-and-trade program to cut sulfur dioxide and other conventional pollutants. Our pilot programs in China link poverty alleviation, an important government priority, to climate by helping farmers in Chinafs poorest provinces reduce greenhouse gas emissions and sequester carbon, becoming eligible for revenue from the sale of avoided carbon emission.
 
As we close in on passage of national legislation limiting carbon in the U.S., our international team is leading a campaign to ensure that the next international agreement contains incentives to bring significant parts of the developing world into a global trading system. 
 
As EDFfs largest program, the Climate Program has an annual operating budget of approximately $40M. 
 
 
CHALLENGES FOR THE NEW VICE PRESIDENT CLIMATE PROGRAM
 
More specifically, the fundamental challenges for the new Vice President, Climate Program include:
 
Create vision for the Climate Program
The Vice President, Climate Program will work with existing program leadership and staff experts to define and focus the programfs long term vision and goals for the domestic and international work on climate and air, maximizing synergies among state, national and international climate and air initiatives. He/she will create strategies for achieving goals and identify and cultivate internal and external stakeholders who are able to garner support and enthusiasm for vision. The Vice President will also be charged with building and cultivating relationships with board members and Development staff to increase funding opportunities and cultivating external stakeholders to identify other areas of program growth, including programmatic work and/or new funders. This person will have the talent to leverage public speaking and other external opportunities to enhance Environmental Defense Fundfs image in the broader spectrum and establish him/herself as the reigning gsubject matter experth on program area issues.   The Vice President will also work to create and nurture relationships with new advocates for the program and persuade new advocates to become more fully invested in their support.
 
Revenue Generation
The Vice President, Climate Program will be accountable for specific revenue goals, including fundraising and program growth. In conjunction with the development staff, he/she will identify opportunities to cultivate new donors/funders or to increase support from existing donors/funders. He/she will work to ensure the fundraising strategy is aligned with the overall program vision to create excitement and buy in from the funder community; work with senior Development staff to craft and target outreach opportunities to maximize support and create opportunities for donors/funders to assess ROI to encourage increased giving. The Vice President will revitalize existing revenue streams to encourage additional support.
 
Delivery of strategic goals
The Vice President, Climate Program will collaborate with senior program leadership to manage delivery of outcomes as defined by program vision by actively engaging with peers to create stronger collaboration between and across programs. He/she will closely align program strategies with the Strategic Partners program to garner the support of government leaders, influentials, and key decision makers. He/she will have the ability to leverage peer relationships to exploit additional funding opportunities. The work of Energy Action is focused on four strategic areas: campuses, communities, corporate practices, and politics.

Position Overview: 

The Operations Manager will provide administrative support to the Managing Director and Energy Action Coalition central staff. The Operations Manager will ensure the EAC is well stocked with supplies and all systems are in good working order, work with Energy Action Coalition\'s fiscal sponsor, Earth Island Institute, to pay invoices, reimburse employees, deposit checks and track all organizational income and expenditure. The Operations Manager will assist in writing correspondence to funders and friends of the organizations, tracking and writing financial reports, and otherwise ensure all organizational bookkeeping is accurate and up to date.

Responsibilities: 

- Provide necessary administrative support to Managing Director and EAC central staff 
- Process invoices and deposits and act a financial liaison with Earth Island Institute 
- Assist in tracking central budget spending 
- Support logistical needs for Power Shift 2009 planning and preparation 
- Maintain database of funder meetings, reports and proposals 
- Assist in writing grant proposals, reports and funder correspondence 
- Assist with planning central staff and coalition in-person meetings 
- 40 hours per week; occasional evenings and weekends required
