The German Marshall Fund of the United States (GMF) is a non-partisan American public policy and grantmaking institution dedicated to promoting better understanding and cooperation between North America and Europe on transatlantic and global issues.

GMFfs Energy Transition Forum, part of its Climate & Energy Program, will offer a series of six non-resident fellowships.

The Energy Transition Forum will create a venue for business and policy leaders to engage in fact-based and frank dialogue on the need to establish a common understanding of the current challenges facing the energy sector in the United States and the European Union. As the U.S. and EU debate and implement policies to promote clean energy supply, demand-management and improved energy infrastructure, business and policy leaders can learn from the successes and challenges of their counterparts on either side of the Atlantic. 

Energy Transition Forum Fellowships will provide an opportunity for business leaders and policymakers working in a number of areas within the energy sector to examine policies and investment measures as they relate to a low-carbon transition in the both the United States and Europe.  Fellows will apply their expertise to inform the Forum participants and the broader public. 

Fellowships will be offered on the following topics:
&#8226;	Solar power
&#8226;	Wind power
&#8226;	Natural gas
&#8226;	Demand side management
&#8226;	Electricity markets
&#8226;	Financing mechanisms

Key Areas of Focus:

The Energy Transition Forum (ETF) will provide a regular venue for open, structured, and fact-based dialogue and debate among select leaders from the private and public sectors from the United States and Europe about the market conditions and policy frameworks needed for a timely transition to a secure, low-carbon, and affordable energy future. 

The Energy Transition Forum will bring together approximately 30 leaders from the private and public sectors as regular Forum participants. Half of the participants will be senior executives from the private sector (oil and gas, nuclear, renewables, utilities, grid, transportation, energy efficiency, technology companies, ggame-changersh, and financial institutions), and half will be public sector thought leaders (policy, government, think tank, and academia). Additional experts will be brought in as required to enhance and deepen the debate.

The Energy Transition Forum will generate shared assumptions and a common language about the current state of the energy sector and will discuss changes that will be required in order to improve energy security, mitigate climate change and provide affordable energy.  The ETF will result in concrete propositions that can help business executives manage risks and make investment decisions, inform the policy debate, and introduce ideas to a broader public.

Senior Program Manager

Qualifications
The successful candidate will have the following minimum qualifications:

&#8226; 8+ years of hands-on, progressive experience (public or private sector) in the energy efficiency field with at least 3 years in a project management role
&#8226; Demonstrated project management skills, including client, contractor, and budget management
&#8226; Familiarity with energy efficient design, software tools, construction strategies, technologies, and materials, and the ability to articulate the environmental, health, and economic benefits of green building, expertise in nonresidential building energy efficiency preferred
&#8226; Strong facilitation and negotiation skills with experience creating collaboration and consensus among internal and external stakeholders, and proven ability to navigate among divergent political interests and manage relationships with competing political partisans in a professional, ethical, and nonpartisan manner

(RAPs are non-tenured positions, with no teaching responsibility, that focus solely on developing collaborative research programs with faculty in ND-ECIs multidisciplinary community.) Two years of funding is available with a third year possible. We seek a candidate that uses climate models or data from climate models for local and regional-scale simulation of natural systems. Among other possible projects, the successful candidate will develop regional models to simulate the intersection of urban, agricultural, suburban, and wildland climates in the Chicago region as part of the Chicago Climate Action Plan (http://www.chicagoclimateaction.org) and the Collaboratory for Adaptation to Climate Change (http://adapt.nd.edu). This person will collaborate with GIS specialists and a team of climate change researchers. We seek applicants who are interested in the climate prediction modules for global, regional- or finer-scale application to assess the impact of global change and energy choices on economics and policy for a region or a country like the US. For this, a candidate with experience in climate systems modeling, but with the skills and interest needed to integrate this expertise with energy systems and economics will be desired.  This candidate will need to develop approaches to integrate climate information into regional- and fine-scale Integrated Assessment models, for which a crucial issue will be to address the uncertainty of factors that influence the expected outcomes and the actions taken in decision-making on climate change. Interest in, for example, abrupt climate change and extreme weather events for policy relevant science is included. Uncovering methods to assess the confidence of analyses will likely be important.  So, too, would thorough investigations of the connections between monitoring, prediction and the likelihood of crossing critical thresholds.  Focusing attention on the distributions of critical climate-related parameters, such as the climate sensitivity, could also be important. 

This position was awarded to AOSS under UMs Interdisciplinary Faculty Cluster Hire initiative. The Cluster Hire includes one other position in the School of Natural Resources and the Environment with a focus on Modeling and Assessment of Climate Change and Impacts. Successful candidates will work in their primary disciplinary area but will ideally also contribute to the development of greater cohesion among the diverse group of faculty across UM interested in Integrated Assessment. 

The successful candidate will be expected to (1) develop a widely recognized research program, (2) attract external funding, (3) mentor graduate students and (4) participate in the teaching mission of the AOSS department and the College at both the graduate and undergraduate level. US Program Director
GBPN seeks an experienced buildings-sector leader to serve as the US Program Director. Working collaboratively with colleagues at GBPN and IMT, the US Director will develop and implement the GBPN US strategy through coordination of key partners, policymakers, and other stakeholders; creation and expansion of systems for best-practice sharing; and management of research and analysis on buildings energy efficiency policy development. The US program will draw on past successes in a number of jurisdictions to compile best practices in improving building performance. In partnership with leading experts in the national and international building efficiency world (e.g., Department of Energy, national laboratories, leading state and local government agencies, related NGOs and advocacy groups, trade associations, and others), the US Program will also provide relevant tools and support on code design, implementation, and compliance that are responsive to local needs. Housed within the US regional affiliate, IMT, the US Director will be a member of the GBPN Executive Team; s/he will manage and oversee additional GBPN and IMT staff working on related projects.

Strategy Development and Implementation 

For in-country activities:

For global activities:

External Leadership

Technical Director
